In the inter-rater protocol, Dr. Thrush served as the second independent scorer across all fifteen audited sites, scoring blind to Dr. M.’s scores and to the adjudicated final outcomes. For every clinical or regulatory claim made by an audited site, Dr. Thrush’s scoring traced the claim to its underlying primary source — FDA prescribing information, PubMed-indexed trial, state pharmacy board registry — and noted whether the audited site had cited it correctly, cited it loosely, or not cited it at all.
